Installation and XBOX Mode Improvements

- Added a temporary workaround for the installation issue. Normal installation and use no longer require Developer Mode. Developer Mode is only needed for the optional XBOX Mode setup.
- Added an optional setting for Ammonis-provided Steam achievement unlock notifications.
